Abstract

Constitution explicitly mandates that every citizen has the right to get an education because education is the main instrument of building culture and civilization the nation either islam or not. Although the Government of Indonesia has committed internationally to achieve the target of improving the kualiatas of education for all by 2015, there are still many issues surrounding education in addition to the question of access to education. Included in those issues is the question of equity and quality of education. For addressing these issues, keep available evidence-based recommendations collected from the study thoroughly in order to be reliable by the Government, to be a cornerstone policy of access, power quality competitiveness of education in the era of competition. The process of the formulation of effective policies should pay attention to the harmony between the policy proposal with a huge agenda and strategy (the grand design) Government. The Government also is not the sole actor in the improvement of accessibility of education. The community should also have an important role in improving the quality of life of their own.
